What is Information Commission (ICO)?

The Information Commission is the UK regulator for data protection and for PECR, the rules on marketing texts and calls. It took over from the Information Commissioner's Office (ICO) on 30 September 2026.

The Data (Use and Access) Act 2025 abolished the office of the Information Commissioner, which was held by one person, and replaced it with the Information Commission, a corporate body run by a board. The change took effect on 30 September 2026. The regulator still publishes its guidance, register and enforcement notices at ico.org.uk under the ICO name.

It enforces PECR, including regulation 22 on marketing texts, and since 5 February 2026 it can fine up to £17.5 million or 4% of worldwide turnover for a breach, up from £500,000. It also keeps the public register of organisations that pay the data protection fee, and it takes complaints, including the spam text reports people send through its online tool.

CaptiFi Ltd, the company behind CaptiFi Connect, is on that register as entry ZC268697.
